Planning News – Over-ruled but Not Defeated!


The Parish Council has been busy, as ever!
The Planning decisions which affect Brockenhurst are being aired elsewhere in this newsletter but I would like to say that it is very disappointing that the democratic system appears to work in favour of those who “speculate to accumulate” when this is not what the majority of Brockenhurst people want.
On Shrove Tuesday we held the Pancake Races. A lot of people took part and the event was good fun. I do believe that more practice is needed in the art of tossing pancakes whilst running. Some of those who conscientiously tossed their pancakes were disadvantaged by those who deliberately just kept running.
I hope to see as many of you as possible at the Annual Parish Meeting on 27th.

Despite the extreme disappointment following the District Planning Development Control meeting on 11th February, when four developments strongly opposed by the Parish Council were approved, and a feeling of despair with the planning process, we will not abandon our responsibilities and will continue to reflect the views of the village in future planning applications. We intend to explore ways of engaging all parties involved in the planning process in meaningful discussions at the earliest stage possible. We are determined that our views will be listened to and do everything possible to ensure that future significant developments in the village are designed to reflect the aspirations and needs of the whole community and not just those of the developer.

Approval for a three-storey block of 21 sheltered flats and 11 units of affordable housing on the Morant Arms site was granted despite a number of concerns, particularly the access onto the busy road junction close to the level crossing.

The construction of a large, over-dominant, three-storey block of 14 flats on the Hayter’s Garage site, with frontage directly onto Brookley Road, will have a major, detrimental impact on this sensitive area of the village for many years to come. We are not convinced either that the type of affordable housing and office accommodation to be provided is what the people of Brockenhurst really want.

The other applications approved were for two attached houses built in the grounds of Eden Lodge on Sway Road, and a house on land of 1 Fathersfield.

Our experience at this meeting highlights the need to develop a Local Village Planning Strategy within the Vital Villages Plan and ensure this gets incorporated into District Local Development Plan at the next revision stage. This will mean a lot of hard work for the Planning Committee over the next two years and your continued support in our endeavours.

Annual Parish Meeting

The Annual Parish Meeting will take place on Tuesday 27th April at 7.30 pm in the Village Hall. This is an opportunity to hear what the Parish Council and other organisations have done in the last year.
The speaker will be an HCC officer talking on the recycling of waste. There will be an opportunity for members of the public to ask questions. In a change from our usual procedure, coffee will be served from 7.00 pm.

Brockenhurst Music Society

Six classical concerts are planned by Brockenhurst Music Society for their 2004 season. Society Members paying an annual subscription of £26 enjoy free admission to all of these six concerts. Admission for non-members is £7-50 for each concert (no charge for students under 25).

Public Notices

ANZAC DAY SERVICE

The Anzac Day Service will be held at 3.00 pm Sunday 25th April at St. Nicholas Churchyard.

The service commemorates 94 ANZAC soldiers who died in the First World War and are buried in our churchyard.

The Vicar, Revd. Francis Cumberlege, will conduct the service and representatives of the New Zealand High Commission will be in attendance.

Please come along to show that the village has not forgotten the sacrifice made by these young men from Australia and New Zealand.

Our groundsman, Gordon Glenton, has had to give up work following a knee replacement operation. We thank him wholeheartedly for the many years of service which he gave to this council. He will be missed not only by the Parish Council but also by the many visitors to the churchyard whom he has helped over the sixteen years of his employment.

We have taken on a temporary groundsman, Simon Newman, for three months until a successor can be found.

More tree pruning work will be carried out at the churchyard over the next couple of months, following on from the major work which was carried out last year.

Annual Village Meeting

The Trust held its Annual Village Meeting on 2nd March, when it reported on a very successful past year.

The Hall extension project was launched in October 2000. A household appeal is being launched soon and help is needed with its distribution. Please ring Jane on 622580 to volunteer.

The Highwood Building has been refurbished for the Youth Club, which is now up and running. The young people have raised over £2,000 themselves through ‘Brock Rock’ and other events. Willing parent helpers are always welcome.

The Entertainments Committee has staged diverse events throughout the year.

David Clark, Iain Hayter and Alex Innes were elected as village representatives to the Hall Management Committee for the coming year.

A cheque for £538.21 was presented to the Trust on behalf of the Millennium Year Book Editorial Committee, making a total donated to date of £3,838.21.

An election for a Trust Director will take place at the Parish Council’s Annual Public Meeting.
Everyone on the Parish Electoral Roll is entitled to vote. Nominations must be received by 31st March. Call 622580 for a nomination form.


The New Forest & Hampshire County Show

Tuesday 27th, Wednesday 28th and Thursday 29th July 2004

This is your local Show, and it features all the attractions that have made it so popular for the best part of a century, bringing traditional country pursuits, new exhibitions and demonstrations to this unique event.

Though the show is not until July, now is the time for people
to book their trade stand, corporate hospitality or sponsorship (however small). Livestock competition schedules go out in April and this year the National Vegetable Society will be opening a class for local amateur vegetable growers.


The Show provides free stands for six charities - so get in touch, yours may be the lucky one to be chosen.

Allotment Vacancy

The allotments at Black Knowl are looking really good at present and are a credit to the plot holders. We have one vacant allotment plot at present, so if you would like to enjoy the fresh air whilst growing fruit and vegetables for the family, please phone the Parish Clerk on 622829.

Village Directory

You will be pleased to see that accompanying this newsletter is the re-written Village Directory. For those of you relatively new to the village this is the ultimate reference guide for Brockenhurst and has not been produced for about four years. We would like to thank the advertisers as the directory is totally self-funding and production costs do not come out of the parish precept. Copies will also be available to buy at £1 each from the Parish Council office.

BROCKENHURST PAINTER'S WORKSHOP EXHIBITION

13th Annual Art Exhibition at the Village Hall, Highwood Road, Brockenhurst, on Saturday 26th June 2004 from 10.30 to 5.p.m and Sunday 27th June from 11 to 5.p.m. Refreshments available. Entrance fee and percentage of all sales to Village Hall funds.


Affordable Housing

One of the most frequent comments made to us as a Parish Council is “this village needs affordable homes”. We have been aware of this for many years and it is constantly in our discussions. We have recently held a meeting with a Housing Officer from NFDC and a representative from Swaythling Housing Society to gain a better understanding of the process of affordable housing in general and a potential HCC-owned site in Mill Lane. This is within the Green Belt and therefore only Affordable Housing would be allowed but it has particular difficulties with regard to access and trees on the site. However, enquiries will be started by the Swaythling Housing Society to assess its suitability.

Parking Control Measures

Many residents visited the parish council office to inspect the plans for the village with regard to parking control measures. In general the measures at Waters Green were welcomed to bring relief from student parking but the commuter parking in Avenue Rd/East Bank Rd. is harder to deal with. The residents of Partridge Road are requesting measures to combat the expected influx of displaced commuters in their road and the Parish Council has supported them in this. NFDC will be analysing the responses and producing a report for District Councillors as the controlling authority.


 

Parish Council meetings are held every 3rd Tuesday of the month except August in the Village Hall at 7 pm. Time is allowed for the public to raise any concerns and ask questions at the beginning of the meeting.
